why is it in london?

that its ok for the next door neighbour to crank up there piano lessions or the woman that lives there to practise opera singing but if we play music quietly in the back yard and so quietly you can hardly hear it over talking cos its a tiny crappy little portable, they tell us to turn it 'off' not 'down' so they can sit in there back yard?
