i think blair was lying in that he knew he was seriously distorting the intelligence he had but also that the intelligence was wrong he obviously doesnt have WMD but I think seriously everyone myself included thought he still had some capacity, so blair lied and the intelligence was wrong.

he got the result he wanted but in future years whats stopping him being tried for war crimes in the future, people are still trying to try pinnochet, will he win forever, I doubt it

At any rate I think he was so focused on the war that he could have over looked the nature of the intelligence and relied on briefings from defence staff et. Quite difficult to know what exactly he was thinking at the time.
