Yes it will significantly improve performance, no lol it will cost you more in petrol but its all relative, how much petrol costs you in a turbo car is hugely dependant on how you drive it, driving around normally then giving it a good squirt every now and again you'll be fine, if you drive around with your foot up it the whole time it will cost you more...
Why would you bother? GT starlets like most turbo cars even lightly modifed aren't that fast, you can add a filter and an exhaust etc but while they free up the motor you dont really get a decent performance gain like you would on a rotary or V8, the only way to get a good power increase especially on a 1300 turbo is to crank the boost up a bit, I dont know what they run standard but a filter and a half decent exhaust will usually put it up 1 or 2 psi already which is nice but not quite there yet. I'd aim with your car to run 10 to 12psi
Whats very important and what you should buy regardless is a good quality boost gauge, this way you can see exactly what the engine is boosting (factory boost gauges if it has one are rubbish) and where there is room for improvement, from experience fitting a boost controller and turning it up by as little as 2psi (remember too high and you'll see a rod out the side of the block) will give you a nice smile widening performance gain that you'll be more than happy with and it wont adversly effect the car but u'll have a very quick little car
