Laughing at him or with him?

A bit of both but more like laughing at the people on it. Its like they suddenly become so remorseful and respectful of the law when they realise its him.

On the flipside he does seem genuinely interested in helping some of the people on it, and not just punishing them... but.. its TV right.

Yes.. but then again he can't act, so... possibly he does want to help them.
