According to JINSA, a 2001 review by the US Department of Defense concluded that the “defensive nature” of the Arrow system exempts it from sales restrictions imposed by the Missile Technology Control Regime (MTCR), an international agreement designed to stop the spread of offensive missile technology.
It seems to show that israel is working with the americans to seek approval, its hardly significant nayway as america is selling similar to all sorts of arab countries (excluding defensive missle systems) America and israeli companies share technology which is part of the reason america spends so much money on israel, they get the money back when israel spends it on thier weapons and shares the research they pay for.
The article on the fighters are dated and you see the main concern america has was being seen to be selling to both sides (taiwan korea) tho i note this hasnt stopped america doing this in the past. the latest russian fighters that china also has arent exactly old technology.
Americas position seems to be that we will refuse to sell new technology till it looks likes someone else is about to then open the floodgates and sell it to everyone.
China has its own advanced missle programs and isnt really an enemy of the US except in an economic sense.
