If your car is unsafe to be driven on the road you are only cheating yourself.
And if you do have a accident the chances of you being hurt or killed are more as the car is more likely to break apart under structural weakness that would of been picked up by the testing officer.

I understand with the noisy exhaust cause I had the same problem, until I got one of my mechanics to fab up a removable silencer with some off cuts, drilled a hole in the end of my muffler and bolt the bastard in.
But the frayed belt I would replace, those suckers are strong, we use them sometimes to lift engines out of wrecked cars. But when they fray its like unraveling a knitted jersey!
You can get a second hand one from a wrecker from about $50 onwards (Depends on what vehicle) if its a Nissan then most likely I would have it in stock....
