People have got them on a number of occasions despite their involvement in wars and questionable human rights issues.

Henry Kissinger for example got one for the Vietnam war peace process right after he was a key instigator of massive bombings against the North Vietnamese in Cambodia.

Yasser Arafat - ditto. Got his for being basically a well-spoken, smarter than average terrorist.
