then give each user a u&p (or assign the computers a fix ip either on the computer or in the settings on the router by thier mac address) then change the dhcp settings to not be the router - set them to the proxy host computer.

its not really perfect unless you have a configurable firewall/ /proxy between the comps and the adsl router as people can work thier way around it if they try. But that involves a new comp altho it can be very low spec.
