the stuff that comes from his mouth...

"there are a host of reasons why students and pupils do not have breakfast.."

Students and pupils?

According to my dictionary and dictionary.com they're the basically the same. These are the defs below. (I doubt anyone could make a clear difference other than one implies an age bracket)

A - a person, usually young, who is learning under the close supervision of a teacher at school, a private tutor, or the like..

B - a person formally engaged in learning, esp. one enrolled in a school or college; pupil: a student at Yale.

I can't recall any time he's spoken and not sounded like a muppet. How is he a senior minister?

What do you call someone who is being taught tennis then? You wouldn't say pupil, but student doesn't fit the Uni scope either.

I think 'student' is interchangeable nowdays - but pupil feels like younger & supervised.

For sure.. I disagree about the muppetry. He must have gotten there through his work/skill/ability but speaking out -as a politician - on certain subjects really hasn't been his strong point imo.
