I think there seriously needs to be a G *whatever* summit for the lowest 100 countries to all agree to avoid trade with any G8 countries until their emissions and oil use are consistently declining.

I dont believe this to be correct.

The G8 has a lot more pressing concerns than climate change in my opinion. But given what they say is usually a lot of hot air they probably will end up having more impact on climate change than anything else.
