Its that sort of sound that derailed the genre in the first place. Once things got ploddy, it was a hop skip and a jump to electro and now what i just refer to as club music, which that tune you posted fits into nicely.

There were some really great tracks out between 04 and 07. Its almost like there was a last ditch attempt to push the envelope, but it didnt hold. I think in terms of the ploddy sound, it peaked around this time. AMB 50hz, hexadecimal, Elite Force was on fire. Lostep released their album, ibreaks had some huge releases, so did Sinister. Rogue Element was still making some breaks, General Midi was in fine form.... the list goes on.
I think its easy to get excited by some decent tunes popping up because there is just so much nonsense floating about and its been stale for so long. But to those of us that have been living off the nipple of this genre for the last 9 years its got a long way before its back to being righteous, and by all accounts I wouldnt call it a resurgence, just that the artists youve been noticing have been slowly popping up out of the shadows left by the true heroes of the scene. These artists have been making tunes for ages, its just that the level of production was so much higher before, it was hard to get noticed.
In saying all that, I do get excited when I hear some of the new prog stuff coming through. Aeron Aether is great, when his tunes arent too trancy, they are immaculately produced, and he has a detial to his breaks that is better than any of the other prog breaks guys at the moment. Alex Rise also had some killer tunes out around 2007, you should check him out.
I think the big beat influence is where the magic lies. Its all about the break and bass driven distortion funk.
Looking forward to seeing what happens with the label Karl. I think if anything, all this crap flooding the net is doing one good thing, it means that any track with just a hint of difference will stick out and get noticed
