theres a power ap from microsoft to resize from the right click - its not too bad actually. I use the photoshop elements 2.0 batch resizer im not sure if photoshop cs has it but 7 is a little complicated and i never got round to learning.

I used a program called "batch image convertor", which was simple and powerful, but it isn't free. I use the powertoy most of the time now.
A great web photo album program is JAlbum - google for it if its suitable, it's great!
