there wont be a massive difference. i would _guess_ around 5-10kw MAX. not enough to worry about, just keep an eye out for any pinging on hot days. only way to really confirm would be to dyno it.
as for the speed limiter, yes there should be a way. you'd be better off consulting suby specific forums though. the big US forums may not be much help, but there's a fair few imports in the UK so maybe have a look for UK based sites if no luck locally.
as an aside, on my 96 maxima removing the limiter is as simple as snipping a single wire in the ECU loom from memory. even then i don't think the NZ-new spec models have it anyway, might just be the jap-spec ceffys.

What an Awsome driving machine. But its only awsome on 98 octane. I do believe theyre designed for 100 octan, hence the 206kw. Then what would be the kw on 98 octane? Another thing, the 99 Concept Blitzen (co designed by Porche) The car is Electronically limited to 180 kmph any way of avoiding... 
is their a chip that I believe exsists...that increases the specs.
